The General Assembly approved amendments to domestic football legislation for the upcoming season at the Wednesday's meeting
Since the unfinished 2019/20 season had to be terminated nd the numbers of the participants for the upcomunig season had changed the General Assembly decided to some changes of the rules in the Czech professional football competitions.
Penalties for yellow cards
Due to the increase in the number of matches in the season and possible complications with the quarantine measures within individual teams, the rule for disciplinary penalties after several yellow cards in the season will be adjusted as follows:
- 4th yellow card = suspended for 1 match
- 8th yellow card = suspended for 1 match (2 matches last season)
- 12th yellow card = suspended for 1 match (3 matches last season)
- 16th yellow card = suspended for 1 match (4 matches last season)
- 20th yellow card = suspended for 1 match (5 matches last season)
- 24th yellow card = suspended for 1 match
- 28th yellow card = suspended for 1 match
The same rule will be applied to officials and coaching staff members.
Standings
The fundamental goal for the LFA always remains to do as much as possible to complete the competitions with the complete fixtures. Regarding to the EURO next year, the deadline for the end of the season is the end of May 2021. For this reason, the General Assembly decided on the rules according to which in exceptional cases the final order of the teams will be determined, and decisions will be made on promotion and relegation.
The key parameter will be the limit of 50% of all fixtures in the 1st or 2nd League, respectively. If more than a half of all matches of the complete program is played, the rules of promotion and relegation will be applied. If all the matches are not played, the parameters determining the order in the table are clearly specified.
The basic criterion in such a case will be the ratio of the number of points to the number of matches played. For other parameters, it depends on whether the relevant teams have played all the matches between each other, then the balance of the mutual matches decides. Otherwise, the decisive criterion is the difference in the total score, i.e. the number of goals scored, again converted by a coefficient for the number of matches played.
European Cups promotion and competition permeability in case of failure to play at least half of the matches
The goal of the LFA for the 2021/22 season is to return to the model of sixteen participants in both competitions. Therefore three clubs will relegate from FORTUNA:LIGA (1st League) if at least 50% of all matches in one of the two top competitions are played.
Only teams that have played more than half of their scheduled matches can think of winning the title, promote to the UCC or promote to a higher competition. If there is a club promoted from FORTUNA:NARODNI LIGA (2nd League) according to these rules, the teams from the highest competitions will be relegated, even if no more than half of all scheduled matches take place in it. In the same way the teams from FORTUNA:NARODNI LIGA will be relegated, even if at least half of the match is not played, if more than half of the matches in the 3rd League take place.
COVID-19 testing in the clubs
The General Assembly approved changes to the regulations that will lead to a mandatory regular examination for the presence of SARS-CoV-2 by the PCR tests at the expense of individual clubs. Testing of the players and officials at 1st League clubs will be required before each league match, the teams of the second highest competition will be tested once a month.
The General Assembly also supported the League Board's proposal that the COVID-19 Protocols and all rules for the behaviour of players and clubs during the training process or championship matches will be disciplined.
The testing rules will be applied until further notice and will be adjusted by the League Board according to the development of the epidemiological situation in the Czech Republic.
Alternate venue for the match
The General Assembly also agreed on the rule that in case it is impossible to play a match at its own stadium due to the epidemiological situation or other extraordinary measures in the region, the club may play its home match at another stadium of its choice (meeting the relevant license conditions). Alternatively, the place may be determined by the governing body of the competition.
