Commencement of a Competitive Bidding Procedure for the Audiovisual Rights for F:L and F:NL
In this way, the League Football Association would like to address entities, whether directly from the Czech Republic or from abroad, and asks them to express interest, if any. The process of selection of partners for the granting of audiovisual rights is currently divided into three separate tenders.
In the first one, potential applicants can apply for rights to television broadcasting of the first league, i.e., FORTUNA:LIGA (FORTUNA: LEAGUE), for the territory of the Czech Republic and Slovakia. In the second, potential applicants can apply for the rights to television broadcasting of the second league, i.e., FORTUNA: NÁRODNÍ LIGA (FORTUNA:NATIONAL LEAGUE), for the territory of the Czech Republic. In the third, potential applicants can apply for the rights to stream matches of the first league, i.e., FORTUNA:LIGA (FORTUNA: LEAGUE), for the purposes of odds betting in the territory of the Czech Republic. The League Football Association (LFA) intends to offer in a competitive bidding procedure the other audiovisual rights for F:L and F:NL, including rights to broadcast competitions abroad, in autumn 2023.
All tenders are open to the widest possible range of potential applicants. Tenders for television broadcasting rights are thus open to licensed broadcasters as well as intermediary and media agencies, tenders for streaming rights for the purposes of odds betting can be entered by both holders of licenses for the operation of gambling games, as well as media and intermediary agencies.
The only evaluation criterion for all tenders is the bid price. The tenders are designed as two-round competitive bidding procedures, with the League Football Association (LFA) having the right to end the tender after the first round, if the bids are already completely satisfactory in the first round.
The deadline set for submitting bids is until 25 September 2023. For the second round, if any, of the tender, the envisaged deadline for submitting bids is 10 days.
The tender for the rights to television broadcasting of FORTUNA:LIGA is divided into three parts A/B/C as follows:
- broadcasting all eight matches in the particular round;
- broadcasting four matches of the particular round, which the broadcaster chooses at its discretion;
- broadcasting the remaining four matches of the round.
As part of the evaluation of the tender, either option A) or options B) and C) will be selected. In both cases, the broadcasting of all eight matches from each round will be ensured in adequate quality with an increase in the number of cameras. The broadcaster will be obliged to provide a VAR system for all matches, including the so-called calibrated line technology for assessing offside situations.
The tender for the rights to television broadcasting of FORTUNA:NÁRODNÍ LIGA is announced in such a way that the subject of the contract will be the right (and obligation) to broadcast at least one match of the second league in TV quality and the right to television broadcasting of other matches. In addition, the winning bidder will have the right to stream second league matches (but not for odds betting purposes) – if this right is not exercised the right shall remain with the League Football Association (LFA).
The tender for the rights to streaming of FORTUNA:LIGA for odds betting purposes is designed in such a way that the potential applicants are invited to submit bids in two variants, namely
- obtaining exclusive rights consisting of streaming for the purposes of odds betting in the territory of the Czech Republic,
- obtaining non-exclusive rights consisting of streaming for the purposes of odds betting in the territory of the Czech Republic.
The tender conditions for individual tenders are available at www.lfafotbal.cz/tendr Binding model contracts for individual tenders will then be received by each potential applicant who concludes a Confidential Information Protection Agreement with the League Football Association (LFA), a template of which is also available at the above link.
The League Football Association (LFA) will not comment on the progress of the tenders or provide any further statements to the media until the end of the tenders.
